Contract Title:
NSWC Crane Electronics Professional, Technical and Management Support Services (Omnibus)
Relevant Functional Areas: 3.7, 3.10, 3.12, 3.16, 3.17, 3.19, 3.20 and 3.21
Synopsis:
  1. Hardware redesign, obsolescence mitigation, Engineering Investigations, and development of integrated Intermediate and Depot level test and repair capabilities including hardware and software. Respond to fleet assistance requests and provide on-site diagnosis, assessment, and repair services worldwide.
  2. ALQ-149 Pod Test Set equipment rework services. Tasking includes alternate parts sourcing for legacy obsolescent electronic components, review and verification of engineering specifications, form, fit and function. Utilization of NALDA data to perform analysis of failure modes, identify design deficiencies and defects in workmanship, and recommend engineering alternatives.
  3. Configuration management across a wide variety of platforms. Lifecycle management and CM for obsolescent and legacy ATE systems (ALQ-99) as well as developmental programs (CASS High Power, UEU, ALM-290). Extensive experience supporting NSWC Crane and NAVAIR, including surface, aviation, mobile facility, and Warfighter’s weapon systems.
  4. Band 9/10 OTPS program planning assistance and data management services applicable to earned value management (EVM). Tasking includes periodic master schedule review to determine budget allocation and task scheduling. Monthly computation of indices to determine cost and scheduling variances. Additional EVM tasking includes maintenance of current completion levels on specific tasks, as well as compilation of slipping tasks for program management review.
  5. Support for Warfighter’s platforms and systems designated by the Chairman Joint Chief of Staff (CJCS) as Low-Density High-Demand (LDHD) assets subject to critical oversight and deployment under Joint Staff’s Global Military Force Planning (GMFP) program. Examples include the EA-6B aircraft, AN/ALQ-99 Tactical Jamming System, and EP-3E Special Mission Equipment. Developmental systems supported include the AN/ALE-47 Electronic Countermeasures Chaff Dispenser and its supporting SE, the AN/ALM-290 Improved Flight Line Payload Simulator (I-FLPS), the AN/ALQ-99 Universal Exciter Upgrade (UEU), Consolidated Automated Support System (CASS) High-Power Device Test Set (HPDTS).

COMNAVAIRPAC Expeditionary Logistics Unit (ELU) Program Support
Relevant Functional Areas: 3.5, 3.10, 3.16, 3.17, 3.20 and 3.21
Synopsis:
  1. Expeditionary Logistics Unit Configuration Management (CM) of deployed sites and facilities. Provide review and analysis of configuration management deviations. Evaluate the effects on production, configuration, identification, operation and logistics of deployed ELUs.
  2. SE Coordinator for deployed sites. Maximize SE readiness through expert advice, research, information, and referral in direct support of stationary, mobile and portable SE. Coordinate all movement, reassignment, transfer, and loan of SE and provide intensive monitoring/update for current BROAD ARROW requirements. Function as "Action Desk" and liaison with external activities for all ELU AMMRL and SE matters to include naval message traffic.
  3. Function as primary Point of Contact (POC) for deployed maintenance operations. Provide centralized information clearinghouse, information warehousing and referral services. Respond to requests for information and data consistent with customer organization regulation and policy manuals. Attend site visits, facility inspections, symposiums, conferences, and accompany VIP’s to provide site-specific briefings as requested.
  4. Determine available modes of transportation for personnel and material based on regional and global resources. Maintain cognizance of changes in transportation routes, schedules, and costs. Provide analysis of alternatives. Maintain liaison with USAF Air Mobility Command (AMC) agents and offices.
  5. Recommend initial/baseline technical or professional training requirements. Identify periodic refresher training and special licensing based on analysis of requirements and facility constraints. Based on task analysis, document and develop recommendations for modifications to individual training tracks or special qualifications.
  6. Develop and recommend Measures of Effectiveness (MOE) for use in monitoring operations. Interpret MOE and provide specific recommendations. Conduct periodic site visits to inspect facilities and interface with personnel at deployed sites.
