Contract Title:
NSWC Crane Electronics Professional, Technical and Management Support Services (Omnibus)
Relevant Functional Areas: 3.7, 3.10, 3.12, 3.16, 3.17, 3.19, 3.20 and 3.21
Synopsis:
  1. Hardware redesign, obsolescence mitigation, Engineering Investigations, and development of integrated Intermediate and Depot level test and repair capabilities including hardware and software. Respond to fleet assistance requests and provide on-site diagnosis, assessment, and repair services worldwide.
  2. ALQ-149 Pod Test Set equipment rework services. Tasking includes alternate parts sourcing for legacy obsolescent electronic components, review and verification of engineering specifications, form, fit and function. Utilization of NALDA data to perform analysis of failure modes, identify design deficiencies and defects in workmanship, and recommend engineering alternatives.
  3. Configuration management across a wide variety of platforms. Lifecycle management and CM for obsolescent and legacy ATE systems (ALQ-99) as well as developmental programs (CASS High Power, UEU, ALM-290). Extensive experience supporting NSWC Crane and NAVAIR, including surface, aviation, mobile facility, and Warfighter’s weapon systems.
  4. Band 9/10 OTPS program planning assistance and data management services applicable to earned value management (EVM). Tasking includes periodic master schedule review to determine budget allocation and task scheduling. Monthly computation of indices to determine cost and scheduling variances. Additional EVM tasking includes maintenance of current completion levels on specific tasks, as well as compilation of slipping tasks for program management review.
  5. Support for Warfighter’s platforms and systems designated by the Chairman Joint Chief of Staff (CJCS) as Low-Density High-Demand (LDHD) assets subject to critical oversight and deployment under Joint Staff’s Global Military Force Planning (GMFP) program. Examples include the EA-6B aircraft, AN/ALQ-99 Tactical Jamming System, and EP-3E Special Mission Equipment. Developmental systems supported include the AN/ALE-47 Electronic Countermeasures Chaff Dispenser and its supporting SE, the AN/ALM-290 Improved Flight Line Payload Simulator (I-FLPS), the AN/ALQ-99 Universal Exciter Upgrade (UEU), Consolidated Automated Support System (CASS) High-Power Device Test Set (HPDTS).
